What is the 2026-2027 Special Education Plan?

Why every parent should know about one of the school board's most important publlic documents.

When people hear the words Special Education, they often think about Educational Assistants, Individual Education Plans (IEPs), or specialized classrooms.

What many parents don't realize is that every Ontario school board is required to publish a Special Education Plan each year.

It's one of the most important public documents a school board produces, and one that deserves far more attention than it often receives.

What is the Special Education Plan?

The Hamilton-Wentworth District School Board's 2026-2027 Special Education Plan explains how the Board intends to support students with special education needs during the upcoming school year.

Among other topics, the plan outlines:

• the Board's philosophy and approach to Special Education;

• programs and services available to students;

• how students are identified and supported;

• placement options;

• specialized staff;

• transportation considerations;

• accessibility supports;

• assistive technology;

• transition planning;

• partnerships with community agencies;

• Special Education funding; and

• the staffing and resources dedicated to supporting students.

  
  

In other words, this isn't simply a report about Special Education. It serves as the Board's roadmap for how it intends to identify, support and provide services to students with special education needs throughout the school year. It also gives parents and the public an opportunity to better understand those commitments.

It is developed in accordance with Ontario's Education Act and the Ministry of Education's standards for Special Education Plans. The Board's Special Education Advisory Committee (SEAC) also participates in reviewing the plan.

When was the 2026-2027 Plan released?

The 2026-2027 Plan was published by HWDSB in June 2026, in advance of the new school year. The document is now available publicly on the Board's website. https://www.hwdsb.on.ca/sites/default/files/documents/2026-06/HWDSB%2026-27%20Special%20Education%20Plan.pdf

The Board also highlighted the plan on its Special Education webpage as the current annual plan that explains how Special Education resources are used to support students.

When was it approved?

Before the annual Special Education Plan is published, it is reviewed with the Board's Special Education Advisory Committee (SEAC), as required by provincial regulation. Once finalized, it becomes part of the Board's planning for the upcoming school year and is made publicly available for families and the community.

Did HWDSB announce the new plan?

Unlike major initiatives that receive dedicated news releases, the publication of the Special Education Plan itself was relatively quiet.

It was made available through the Board's website as part of its annual planning documents, rather than through a broad public announcement or media campaign.

That doesn't make it any less important.

In fact, because it doesn't often receive significant public attention, many families may not even realize it exists, even though it outlines how the Board plans to support thousands of students with special education needs throughout the school year.

Why should parents care?

For many families, this document answers questions such as:

• What Special Education programs are available?

• What supports exist for students with exceptionalities?

• What specialists work within the Board?

• How does the identification and placement process work?

• How is Special Education funded?

• How are supports organized across the system?

It also provides an opportunity for parents, trustees and community members to understand how the Board plans to meet the needs of students requiring additional support.

Why I'm reading it

One of the responsibilities of a trustee is governance.

That means understanding the documents that guide how our schools operate, asking informed questions and helping the public understand decisions that affect students.

Over the week, I'll be sharing a series that breaks down key sections of the 2026-2027 Special Education Plan in plain language.

My goal isn't to tell people what to think.

It's to make important public information easier to understand so families can engage in informed conversations about public education.

An informed community is better equipped to ask questions, participate in conversations and help ensure every student has the opportunity to succeed.
